ADOPTION OF LIST OF BUILDINGS OF LOCAL ARCHITECTURAL AND/OR HISTORIC INTEREST
Matter for Consideration:
Adoption of the list of buildings of local architectural and/or historic interest attached at Appendices A, B and C recommended by the Planning Committee on 16 December 2013 for inclusion in the Local List of Heritage Assets. In addition, the removal of the First Church of Christ the Scientist from the local list following independent review.
Information:
On 2 November 2011 Executive approval (EX52/2011) was received to create a list of buildings of local architectural and/or historic interest. Local lists are a way of helping conserve buildings of local, rather than national, importance which make a positive contribution to the character of Blackpool's streets, and the adoption of a local list will assist the Council when it has to make planning decisions. Although local listing will not confer the level of protection of statutory designation, it will be a material consideration when planning permission is sought which might harm a building’s special interest.

The local list process for Blackpool has now been established, and the first two batches for the Revoe and Gateway areas have been formally adopted. The third batch was considered by the Planning Committee at its meeting on 16 December 2013 covered the wards of Layton, Park, Clifton, Hawes Side and Marton. The lists of buildings are attached at Appendix A and B. The Committee recommended that the properties should be included on the Local List.

Representations were also received from the owners and agents for the National Savings and Investments building at Mythop Road. They were concerned that local listing would affect their plans for the site. They had previously been issued with a ‘letter of comfort’ from the planning department with regard to demolition as part of any wider development scheme. They were informed that the building would have to continue through the local listing process but, should the planning committee recommend it for local listing, this did not preclude demolition in the future if a planning application came forward which the committee were minded to approve. The Council would, however, expect a level one photographic record to be undertaken if such a decision were taken. The National Savings Building was subsequently included in the list of buildings which the Planning Committee recommended for local listing and only a final decision with regard to formal adoption is required.

The Planning Committee also considered the recommendations of the independent review for buildings put forward for the Gateway list for which representations had been received. The review concluded that the buildings in Appendix C did meet the standards required for local listing and that they should be included. The review also concluded that the First Church of Christ the Scientist, although of architectural merit, fell short of the standards required for local listing and should be removed from the list.

The Planning Committee accepted the conclusions of the independent review and recommended that the buildings at Appendix C should be included on the local list, and that the First Church of Christ the Scientist should be removed.

Legal Considerations:
Local listing does not change any existing permitted development rights for a property but is considered as a "material planning consideration' that can be included in the decision making process of any application affecting the property. There is no statutory appeals process. Decisions are subject to general principles.
Personnel Considerations:
The key consideration is the impact on officer time in processing any applications and advising the Council’s Development Management Team and Planning Committee. As there could be approximately 250 buildings for potential local listing, this will mean a rise in the number of applications requiring advice from the Built Heritage team but no significant impact on the planning team.
Financial Considerations:
Officer time would be required, but it is not envisaged that more than six hours a week will be spent on additional consultations. This can be met within existing resources.

Expert Panel Review and relevant Area Forum consultation were carried out in advance of the local list being processed through the Planning Committee. Owners have been notified of the decision to recommend the inclusion of their property on the Local List and two representations were received.

Reasons for Recommendations:
The buildings outlined in Appendix A,B and C meet the criteria for inclusion in the local list. That having considered the rationale outlined in paragraph 4.4 it is now agreed that the First Church of Christ the Scientist does not meet the criteria for inclusion in the local list.
